The Branch Leadership Team (or BLT) comprises a range of people from a range of vocational backgrounds. In addition to a regular job, the BLT hold positions that support our movement.

Ayden Mackenzie, JP

Ayden is the Chief Commissioner of Scouts WA, where he leads a passionate team delivering meaningful, life-shaping experiences for young people across the state. With over 20 years working in local and state government, Ayden brings deep expertise in youth engagement, volunteer management, and community development. He’s spent his career building strong partnerships and creating opportunities that make a real difference for young people and communities. Ayden is passionate about youth development, community connection, and leading with purpose.

Jane Hamilton

Jane is an experienced leader in volunteer management, strategic planning, and community engagement. With over 15 years of service in key leadership roles at Scouts WA, she has coordinated large-scale events, state-wide strategic initiatives, and volunteer development across diverse teams. Jane holds a Master of Human Resource Management, a Bachelor of Visual Arts from Edith Cowan University and qualifications in leadership, project management, and training. Jane brings a strong commitment to values-driven leadership and has contributed to youth development and governance through her work with Scouts WA and the Department of Fire and Emergency Services (DFES – SES). Jane is passionate about empowering teams and creating inclusive, purpose-led programs.

Gavin Satie, JP

Gavin is the Chief Commissioner DEsignate for Scouts WA and Group Leader at Bibra Lake Scout Group. With nearly four decades of continuous involvement in Scouting, Gavin has progressed through every youth section and held a variety of leadership roles. Professionally, Gavin is a Project Manager in the EPC sector and holds a Master of Project Management from Edith Cowan University. His leadership style blends strategic thinking with a strong commitment to youth development and community impact. Gavin is passionate about building strong, supported teams, empowering youth to lead, and ensuring the Scouting program remains vibrant, relevant, and adventurous for the next generation.

Mark Thorpe

Mark is the Regional Chief Commissioner for both the Country North and the Country South Regions, working with the Groups across the state, each with their unique challenges of Scouting in country WA. Mark has been involved with Scouts WA in various roles at Group and Branch level, including as a Program Support Leader and Youth Program Leader. He has held various Branch Commissioner appointments.
When not volunteering with Scouting he has worked across a variety of industries and roles including oil and gas, training and the transport industry in roles in transport and logistics, planning, high risk skills training and management positions.

Caitlin Arcus

Caitlin is a Deputy Chief Commissioner of Scouts WA. Her portfolio is Program Support, which helps adults & youth deliver exceptional Scout Programs, from a grassroots group level to state-wide events. This includes creating resources and program ideas, supporting Peak Award recipients and ensuring the purpose of Scouting is achieved through the program. With a background in the health industry, her adaptative communication and delivery styles help a range of Scouts WA members do their the best in the Program.

Isaac Wetherley 

Isaac is the Deputy Chief Commissioner for Youth Support at Scouts WA, where he leads initiatives focused on youth empowerment, engagement, and leadership development across the branch. Isaac’s journey in Scouts began at the age of 7½ when he joined as a Cub Scout. Since then, he has grown through the movement, taking on various leadership roles across a few different groups and branch teams. Professionally, Isaac is the Operations Manager at Educated by Nature, an organisation dedicated to reconnecting children and young people with the play and the natural world. In this role, he oversees the delivery of nature connection and play programs empowering young people to develop resilience, creativity, and a sense of belonging through outdoor experiences.

Loz Lovatt

Loz is the Deputy Chief Commissioner Training Support, with a passion for Training and Development of Adults in Scouting. Loz has over 20 years’ experience in Health Safety and Environment Management with experience across mining, services to mining and more recently dairy manufacturing. Loz also volunteers as the Assistant National Commissioner Youth Program she contributes on the Youth Program in portfolio areas of SAIT and Risk Management. Loz brings a wealth of knowledge in workplace health and safety, training, building teams and leadership skills.

Member Support
Daniel Smith

Daniel is the Deputy Chief Commissioner for Member Support, as well as being Group Leader at the Carlisle Scout Group. Daniel’s 15-year background in community services, training and government, have honed skills in getting the best out of adults, policy, and effective change management. 20 years leading Adults in Scouting has taught him the importance of passionate, capable, happy adults to inspire youth. Daniel is an advocate for progress and best practice. He is passionate about exploring new ideas to achieve better results and better support the leaders in Scouting who in turn support our youth. He enjoys spearmint milkshakes and earl grey tea – but not together.

Brett Poole

Brett is Deputy Chief Commissioner – Operational Support with Scouts WA and his team is responsible for assisting with the provision of the tools and physical assets to deliver the youth program. With well over 20 years of professional experience in the Sport & Recreation industry, Brett is well versed in risk management, event facilitation, facility management and leadership development. He is passionate about seeing today’s youth stretch their comfort zones and be active contributors to their own personal development.

Dougal Mayor

Dougal brings over 10 years experience working in senior management roles in Scouting across 3 states, and for the National organisation to support and advise the Branch Leadership Team across multiple portfolios.
Additionally, Dougal has over 20 years in senior Branch and National volunteer roles within Scouting which gives him an understanding of the work and value the senior volunteers in the Branch Leadership Team bring to Scouts WA.
