Meet our Board

The Scouts WA Board comprises 11 elected members, one ex-officio member (Scouts WA Chief Commissioner) and up to a further two members appointed by the Board. The role of the Board is to:

  • Set the strategic direction for Scouts WA and oversee the formation and deployment of resources to achieve that strategic direction
  • Appoint key Scouts WA officers, including Chief Scout, Chief Commissioner, President, Vice President and Honorary Treasurer
  • Ensure the overall organisational wellbeing of Scouts WA.

Greg Stagbouer

Greg is deeply passionate about youth development, having dedicated over 20 years as an Officer in the Australian Air Force Cadets. His involvement with the Duke of Edinburgh’s International Award spans 30 years, both in Australia and internationally, where he has served as State Board Chair, Vice Chair, and National Board Member, as well as on the National Risk Committee. Since joining the Scouts WA Board in 2022, Greg has taken on the roles of Vice Chair and Chair of the Risk Committee.
With more than 30 years of executive experience, Greg has successfully developed and managed teams across diverse operations, countries, and cultures. As the current CEO of a safety and risk consultancy, he blends technical expertise with strong leadership skills. His prior executive roles include positions in mining and contracting companies throughout Australia, Asia, and Africa.
Greg holds tertiary qualifications in Mining, Adult Education, and both a Graduate Diploma and Master’s in Occupational and Environmental Health and Safety, complemented by several VET diplomas.

Ayden Mackenzie, JP

With over 20 years working in local and state government, Ayden brings deep expertise in youth engagement, volunteer management, and community development. He’s spent his career building strong partnerships and creating opportunities that make a real difference for young people and communities. Ayden is passionate about youth development, community connection, and leading with purpose.

Gavin Satie, JP

Gavin’s lifelong dedication to Scouting is evident as he assumes the role of Chief Commissioner.  His journey began as a Cub Scout, and he advanced through Scouts, Venturer Scouts, and Rover Scouts, gaining a comprehensive understanding of the movement at each stage with achieving both the Queen’s Scout Award and the Baden-Powell Scout Award.
As an adult, he has distinguished himself in various leadership roles, including Scout Leader, Crew Leader, Assistant Leader Trainer, and Group Leader at Bibra Lake Scout Group, where he developed robust, community-oriented programs.  Most recently, Gavin has offered strategic leadership as Regional Chief Commissioner for Perth North and South, supporting volunteers and enhancing Scouting throughout the region. 
Outside of Scouting, Gavin is a dedicated family man and an accomplished Project Manager, bringing both empathy and discipline to his leadership. This foundation supports a structured, outcomes-driven approach, complemented by strong capabilities in governance, planning, and stakeholder engagement, enabling him to lead teams effectively and deliver complex initiatives.
In recognition of his outstanding service and commitment to Scouting, Gavin was awarded the Silver Koala in 2022.
Gavin remains passionate about developing young people and empowering adult leaders, with a particular focus on building capability, strengthening program delivery, and ensuring Scouting continues to thrive for future generations.

Honorary Treasurer

Natasha Morgan

Natasha Morgan has a decade of leadership experience in not-for-profit and commercial organisations. Over this time she has also held directorship positions on numerous not-for-profit committees.
 Natasha has a Bachelor of Commerce via Curtin University, Post-graduate diploma in Applied Finance and Investment and Master of Leadership through Deakin University.
 Since joining the board of Scouts WA in 2022 she is continuously inspired by the power of the scouts program in youth leadership development and growth, plus the selfless giving of adult volunteers.

Rebecca Morse

Rebecca Morse is a Non-executive Director of Scouts WA, bringing a strong commitment to inclusive practice, youth development, and effective governance within the organisation. After moving to Australia from Scotland her family joined Scouts WA as a way to enjoy a shared community activity as a family. After a rewarding experience as a youth member of the organisation, she joined the Board to give back to a movement that played a significant role in her development. 
Professionally, Rebecca holds a Bachelor of Arts (History and English Literature) and Graduate Diploma in Secondary Education from the University of Notre Dame Australia and a Master of Education (Leading Education) from Edith Cowan University. She has over a decade of experience working with at-risk and disengaged young people and currently works as Director of Inclusive Education (Pre-K to Year 12) at a large Pre-K to 12 College in Western Australia, where she leads whole school approaches to supporting diverse learners. She is passionate about ensuring all young people can access meaningful opportunities in Scouting, with a particular focus on inclusion, risk management, and youth safety. In addition to her Board role she remains actively involved at a local level through her children’s Scout Group, and as Risk and Safety Assistant Director for the 23rd  Australian Rover Moot being held in WA 2027.

Kevin Burbidge

Kevin Burbidge is a Non-executive Director of Scouts WA, contributing a strong commitment to good governance, leadership, and the ongoing development of Scouting in Western Australia. He is actively involved at the grassroots level through as a Group Leader with the Bayswater Sea Scout Group, where he supports the delivery of engaging, safe, and values‑based programs for young people.
Kevin is also a member of the Scouts WA Boating Team, bringing a particular passion for water‑based activities to Scouting. Through this role, he supports safe boating practices, skills development, and the continued strength of Sea Scouting within the movement. Kevin is proud to represent both local and specialist Scouting perspectives in his work on the Board, helping to guide the strategic direction and long‑term sustainability of Scouts WA.
